We are seeking a Strategy Manager to play a pivotal role in shaping and driving the strategic direction of the organisation.
As the Strategy Manager, you will work closely with senior leaders and technical experts, to lead the development, implementation, and evaluation of organisational strategies, ensuring they are evidence-based, future-focused, and operationally feasible. This includes supporting long-term planning, horizon scanning, performance measurement, and strategic communications to internal and external stakeholders.
This role requires expertise in strategic analysis and decision-making frameworks to help senior executives assess and manage opportunities, risks, and innovations in the R&D landscape. It also requires a deep understanding of research ecosystems, policy development, and government processes, as well as the ability to engage effectively with internal stakeholders. The ability to guide, collaborate and influence cross-functional teams along with actively managing work pipeline is also essential for the role.
Your duties will include:
- Working with CSIRO leaders to develop evidence-based enterprise strategic direction through structured problem solving and stakeholder engagement, including:

- Leading the development and review of the agency’s enterprise vision, strategy and delivery plans, ensuring alignment with government priorities, scientific directions, and stakeholder expectations.
- Working across the organisation to integrate strategy into science planning, capability development, investment decisions, and program delivery.
- Designing and implementing frameworks for strategic decision-making, including Key Performance Indicators, outcomes measurement, and prioritisation models.
- Building relationships with CSIRO leaders to identify strategic projects of common interest and developing or supporting the production of high-quality insights and plans.
- Managing and contributing to strategic projects, including cross-sector collaborations, policy alignment, and organisational transformation initiatives.
- Building strong relationships across scientific, policy, and operational teams to embed strategic thinking throughout the agency.

- Periodically reviewing team priorities, goals, work pipelines, and overseeing day-to-day operations to ensure quality of deliverables and effective team performance.
- Developing high-quality presentations and reports, including Executive Team and Board papers, submissions and other written or presentation materials.

Salary: AU$131k - AU$153k plus up to 15.4% superannuation

To be considered you will need:
- Bachelor’s degree in a relevant discipline with 7+years’ experience across disciplines, preferably in a corporate strategy team.
- Demonstrated success in leading enterprise level strategy development and implementation in an environment of high ambiguity and complexity.
- Strong track record of working across strategy to execution lifecycle, with experience in leading or delivering elements of the lifecycle, including program and project management experience – designing, planning, and budgeting, monitoring, and reporting.
- Strong track record of working closely with senior leaders, driving strategic alignment and shared understanding of priorities, clear commitment from senior leaders to cascade strategy into operations, and coordination across the organisation.
- Experience in using strategic tools and methodologies such as theory of change, logic models, futures thinking and scenario planning to undertake diagnostics and provide high-level analysis and insights on complex topics to support strategic decision-making.
- Exceptional oral and written communication, interpersonal, negotiation and representational skills, with demonstrated ability to build and manage stakeholder relationships across diverse teams and large organisations.
