The opportunity 

Join CSIRO’s IMT Contract Governance team as the IT Contract Governance Officer and play a key role in supporting the procurement and management of critical ICT contracts and services valued at around $90 million annually. Working alongside experienced procurement and contract management specialists, you will contribute to a diverse portfolio of technology initiatives ranging from routine procurements to complex, multi-year programs that support Australia’s leading science and research organisation.

This is an excellent opportunity to build your expertise in ICT procurement, contract governance and supplier management while working closely with senior leaders, project managers, technical specialists, legal teams and external vendors. And apply your stakeholder engagement skills, supporting strategic commercial outcomes, and help ensure procurement activities are delivered in line with Commonwealth Procurement Rules and best practice governance standards.

High-level duties include: 

• The role involves, under limited supervision and some direction, activities associated with the development implementation, operation and administration of policies, systems, process and procedures that assist IMT to achieve operational consistency within Procurement and Contract Management in such a way that meets IMT, CSIRO, Government and regulatory responsibilities whilst achieving IMT goals.
• This role will be responsible for maintaining, supporting and engaging in a small but highly proficient specialised ICT Contract Governance team. 
• Support the production and use of end-to-end supplier management documentation such as procurement and contract performance reports, processes, policy and workflow documentation, performance measuring and monitoring reports, relationship measuring and monitoring, etc.
• Support contract award administration and issues management to ensure the sustainment of ICT hardware, software and services
• The role requires a knowledge of Commonwealth Government procurement policy, processes and the Commonwealth Procurement Rules.

Salary: AU$100,103 – AU$113,251 per annum, plus 15.4% superannuation

As the successful candidate, you will bring:

Essential criteria

• Relevant diploma/bachelor’s degree or equivalent relevant work experience in a Government/Education/Business setting
• Proven ability to develop and maintain effective working relationships with internal and external stakeholders, including the ability to influence outcomes, negotiate effectively and provide high-quality customer service.
• Demonstrated ability to manage competing priorities, work independently with limited supervision, and deliver accurate outcomes within agreed timeframes.
• Demonstrated ability to contribute effectively within a specialised team environment, provide guidance where required, and foster a collaborative and continuous improvement culture.
• High-level written and verbal communication skills, including the ability to prepare professional documentation, communicate complex information clearly and engage effectively with diverse stakeholders.

Desirable

• Understanding of ICT products, services and technologies, and the procurement and contract management considerations associated with ICT service delivery environments.
• Demonstrated ability to support supplier performance management, contract governance activities, contract reporting, and the maintenance of contract registers and related commercial records.
• Ability to identify, assess and manage procurement and contractual risks, and apply appropriate mitigation strategies to support organisational objectives.
• Strong analytical skills with the ability to compile, interpret and present procurement, contract and commercial information through reports, performance measures and recommendations.
• Knowledge of procurement and contracting concepts
• Awareness of Commonwealth Government procurement policy, processes and the Commonwealth Procurement Rules.
• Demonstrated commercial acumen that supports optimal realisations of savings, benefits and risks.
• Experience in working with procurement and contract documentation.
• Demonstrated written and oral communication, liaison and teamwork skills, including the ability to work flexibly in small and medium sized teams
• Analytical skills with attention to accuracy and detail in documentation and record keeping.
